National soil quality and background characteristics investigation and management research project

In order to improve and revise the Soil Pollution Control Standard and its researching structure, this relevant project has collected and summarized the relevant information. This project has made amendment on evaluating method for selecting additional soil pollution control items. After the soil profiles investigation of 19 locations of representative soil series in Taoyuan, Taichung, Changhua, Yunlin, Tainan, Kaohsiung, Pingtung, Yilan, Taitung. This project has completed soil sampling and soil property analysis of 82 samples of layered soil. Trace metal element analysis of 55 soil samples has also been completed to build the necessary soil characteristic parameters for pollution transmission evaluation and risk assessments. This project has collected the soil assessment and management measure from the developed countries, and has proposed the assessment process of soil function for representative soil series. Four aspects of soil functions and relevant assessment processes have established, including the soil capacity of pollutant mitigation. Persistent organic pollutants (POPs) in soil are targets that concerned in this project, and executed the baseline survey and designated area investigation, therefore, from which 106 and 249 monitoring sites soils have allocated, respectively. Soil samples were analyzed and determined the concentration of dioxin, polychlorinated biphenyl (PCB), polybrominated diphenyl ethers (PBDEs), hexachlorobutadiene, pentachlorophenol, among which 139, 91, 217, 74 and 28 data have been collected, respectively. The soil concentration of dioxin from the baseline survey was between 0.071~20.3 ng I-TEQ/kg, while in the designated area investigation, dioxin concentration in soil ranged from 0.239~48.6 ng I-TEQ/kg, soil dioxin concentration in this project were all lower than the Soil Pollution Control Standard in Taiwan. Based on the previous results, long-term monitoring plan for POPs were subsequently proposed. This project developed the administration measurement for arsenic rich soil environment, according to the specific origin of arsenic, such as groundwater or geology. To determine soil arsenic whether originate from geogenic source, the local government should follow the principle and procedure. Cases have also collected and reviewed, some inconsistency found within the cases, several systematic suggestions for the principle and the procedure have been made in this project.
